Map Images can be a composite of map sources.
There are many software packages that allow images to be overlayed on each other.
Some typical applications (a few of the many):

-        Autocad allows line work and text to be added over a graphic image.

-        Mapinfo and Arc-info allow geo-referenced images to be overlayed.

-        Photoshop allows line work and images to be combined.
